A developer finalised sweeping changes to its plans for the old Milton Tennis Centre site just days before Brisbane City Council suddenly announced it would buy the land.

Documents posted on the council’s website late last week reveal the Seymour Group scaled back the height of its proposed 20-storey development and planned more community facilities, in changes that coincided with the snap buy-back announcement last week.

The revelations have sparked claims from the council opposition that the decision to acquire the land and turn it into parkland was “suspicious”.

On Tuesday last week, Lord Mayor Campbell Newman announced the council would spend tens of millions of dollars buying and turning the 3.5-hectare block into a park.

He revealed the announcement had come less than one hour after he met with Seymour Group boss Kevin Seymour, but declined to shed light on the timing.

“On another day perhaps I can be a bit clearer about that,” Cr Newman said at the time.

“But I’ll just say today that we’ve been working on this for some time and we have been looking at various ways we could undertake the acquisition and today’s the day.”

However, correspondence between mr Seymour’s planning consultants and the council have since been posted on the development documents website.

A letter from Humphreys Reynolds Perkins, dated July 23, formally requests changes to the development application, with supporting technical documents.

New plans suggested buildings could range from four to 16 storeys, instead of the original 20 storeys, and include flood mitigation strategies, tennis courts, and a dedicated carpark site for the nearby school.

Documents reveal the developer slashed the amount of gross floor area dedicated to office space from 30,000 to 1400 square metres following community concerns over traffic.

The number of apartments was reduced from 667 to 582 units, with the amended application proposing fewer buildings on the site, while space set aside for retail outlets and dining was also cut.

Nearly a quarter of the site area covered by the previous application was to be “open space”, but the consultancy firm’s latest report suggests 53 per cent of land in the new plans – or 17,000 square metres – would be marked for this use.

The report says the open space would include publicly-accessible parkland, sporting facilities and cycle connections if the council is willing to accept the developer’s offer to dedicate the land for this purpose.

“Alternatively, if the council will not accept dedication of its open space sub-precinct, then this will become private, landscaped open space,” the report says.

Labor opposition leader Shayne Sutton last night called on the council to release more details about how it made the decision to buy the site.

“To me, this new information makes the Lord Mayor’s decision on the Milton Tennis Centre extremely suspicious,” she said.

“He needs to come clean about exactly why he has taken this decision to purchase and rehabilitate this site at a cost of $40 million when quite clearly the developer was looking to put in a range of community facilities such as a childcare centre and a carpark for the dedicated use of Milton State School.”

Cr Sutton said healthcare facilities and indoor and outdoor sport and recreation facilities were also proposed as part of the revised development application, suggesting the area would have gained “a new community hub” at no cost to ratepayers.

In a statement issued to brisbanetimes.com.au this morning, Cr Newman said Civic Cabinet had been discussing the acquisition of the site since February.

“If Cr Sutton had any genuine concerns, she would raise them through the correct channels instead of playing politics on the issue,” Cr Newman said.

“My administration has a policy of not re-zoning sport and recreation land for housing and we are firmly on the record as never having supported any form of development on the site.”

A council spokeswoman said last night the meeting with mr Seymour had already been arranged by the time the changes to the development application were received.

She said the project changes were internally processed by the council’s development team on July 27.

That was the same day Cr Newman met with mr Seymour and then made the parkland announcement.

But the spokeswoman said the meeting had been organised “the previous week” and the announcement was not triggered by the changes to the development application.

Asked why the Lord Mayor did not mention the new development application at the media conference last week, the spokeswoman said it was not relevant.

“Given we were acquiring the land, this information was irrelevant,” she said in a written response to questions.

“Remember, the administration was against the original application which was approved by the courts for eight storeys.”

The council administration did not believe the amended development proposal was an improvement or addressed community concerns, she said.

The spokeswoman would not say if the $8840 application lodgement fee paid by the developer last month would be refunded once the council bought or acquired the land, saying the issue would be decided as part of the negotiations.

The July 23 letter indicates an $8840 cheque was attached to cover the fee for changing the development application, in line with the amount advised by the council in an email dated July 16.

Mr Seymour’s office has repeatedly refused to comment.

Welcome to my first busy bee class! I didn’t realize it would be so many steps, but I promise it is well worth it.Step 1: Gather your materials. You will need a piece of printed paper for each side of your jewelry piece, chipboard or binding board cut to a shape you like, diamond glaze, sponge brush, stamp pad, hole punch, small pliers, jump ring, and ribbon. (phew!)Step 2: put a few dots of diamond glaze on your piece of chipboardStep 3: Glue your first piece of paper. it should dry within seconds
Step 4: once dry, cut the paper away from the chipboard.Step 5: File the edges to make them smoothStep 6: Follow steps 2-5 for the back of your chipboardStep 7: using your stamp pad, ink the edges to cover the color of the chipboard and to also fill in the white from cutting your paper

Step 8: using your diamond glaze and sponge brush, put a few more drops on the surface of one sideStep 9: Paint the glue on to create a glazed surface. once dry (30-6o seconds) do the same to the other side of the boardStep 10: with the remaining glue on your sponge brush glaze the edges as wellStep 11: once the edges are dry use your hole punch to place a hole for your jump ring in the middle of the chipboard

Step 12: Use a small hole punch to not take away from the finished pieceStep 13: using your pliers attach your jump ring through the punched holeStep 14: Scrunch your jump ring together to leave it nice and tightStep 15: Thread a piece of ribbon through and tie in back for a quick necklace!
To make earrings follow the same steps for a pair and add earring findings instead of ribbon. You may also use a photograph, stamped images, words, or fabric. Have fun!

I found the animal hair on the brushes a little weird and I much prefer synthetic brushes. however, I really don't like to use bare minerals with brushes not meant for mineral make-up it just never seems to work and quality synthetic brushes for mineral makeup are hard to find.

the brushes are sanitary! they cant sell you a dirty brush..

It's not going to be completely clean right after you buy it, so make sure you always wash w/ baby shampoo before you use it for the first time. then wash once a week w/ baby shampoo, that shouldn't irritate your skin either. Lay the brushes down on a paper towel/rag to dry afterwards.

Is it safe for a germaphobe with sensitive skin to use bare minerals brushes?

I bought Loreal Excellence HiColor for dark hair only in H16 honey blonde, what result will I get if I don't mix it with volume developer? The box says to use 30, but do I need to use it at all?

Absolutely nothing will happen if you don't use the developer. It just won't work.
You have to use it, and use the proper amount.
30 volume means it's a little stronger than the "normal" 20 volume used in most hair dyes, which takes it up a little lighter than normal.
Yes, you need to use it, and you need to use it all. Follow the directions or it will not work properly.

<edit> DO NOT add powdered bleach to the mixture as one answerer suggested, if you need to bleach the hair lighter first to get to a blonde, do it in a separate step, THEN use the haircolor, again following directions.

Hi. I used this EXACT same product about 6 weeks ago. I have dark brown hair and I was trying to add blond highlights where my current ones grew out. I also used HiColor in Auburn to get some cinnamon brown highlights with the blond.

I used 30 VOL developer. you do need to mix it with the hair color in order to get a reaction.

Also, it's not enough. my dark brown became the same shade of medium brown – auburn with both products. It looked like a dark reddish brown, even somewhat brassy – NOT anywhere close to a blond.

I like the results because they are subtle and my hair isn't bright orange – it is still pretty dark. But I wanted a lighter result.

I'm assuming you would need to add powder bleach to the mixture to lift your hair more than 4 levels.

I use salon shampoo and conditioner, a boar bristle brush, hot oil treatments, heat protectants, and regular trims, but my hair is still frizzy and dry. whenever I put my hair in a ponytail, it widens out. everyone else's ponytails widen then comes together for a smooth 'tip' at the end, but this is where my hair is widest. Even when I use my GHD it doesn't smooth in together. What can I do?

This might sound strange but use egg yolks to wash your hair. I used to have the same problem but egg yolks helped me. It's also a good treatment if you have dundruff.

this happens to me too. i've learned to deal with it though. if you really want your hair to get straighter try using a straightener. don't buy the cheap 20 dollar ones because they just end up burning your hair. hopes this helps.

maybe ur hair is natura;lly puffy- get layers and straiten it. it will be a good tip if u do both these ideas

Try layering your hair so that all the bulk isnt at the ends. do u use a smoothing serum to help defrizz and smooth? This may help. What type of shampoo are u using?

Here's a solution to try for your pony tail!

1st get a really good hair gel or past (Catwalk hair paste) sold at trade secret.

2nd put your hair up in ponytail.

3rd tye a bandana or scarf around your head until it dries.

4th take the ends of your hair and wet it alittle add hair paste or gel,twist the ends until your hair wraps around and cant wrap anymore…leave it until your ready to walk out the door.. un-wrap the ends take the scarf off and you should be all set.

*it would be best if you do this every night befor bed. so when you wake up it will save you some time. good luck!!

Ask your hair stylist for ideas, maybe getting layers would help. also getting a deep conditioning once a month might help relax your hair and stop from being so dry and frizzy.
